Anti-social behaviour particularly anti-social behaviour attributed to the nighttime economy has been an issue in New South Wales for over a decade.  The Maitland Liquor Accord was one of the early Accords formed to provide a consultable working group between the liquor industry, Police, Department of Health, Department of Transport, Council and others to form a Maitland based entity to assist in managing particularly the emerging nighttime economy and the management of alcohol consumption by young persons. 

The liquor industry is continually seeking to balance not only the commercial viability of providing secure entertainment venues for young persons but also the safety of the patrons and the amenity of the neighbourhood.  The Accord Working Party has settled the terms of an Accord Based Plan of Management.  A copy of that Plan can be downloaded from this site. 

You will note that the Plan of Management:-

(a)       Reinforces staff training and education;

(b)       Adopts restrictive alcohol practices;

(c)       Recognises patron safety issues (particularly glassing);

(d)       Recognises the neighbourhood or community entity.

Supplemental to the Accord Based Plan of Management are supplementary Plans being introduced to deal with extended trading hours venues (late night traders) and packaged liquor sales (liquor stores and bottle shops).  The extended trading hours venues have already adopted many of the aspects of the Plan and have in place additional restrictions to deal with large patron numbers particularly on Friday and Saturday nights.
 
The Accord recognises that there is still unacceptable anti-social behaviour occurring within the community.  The present Government has been in power for nearly 16 years, the problem has been evident for at least a decade.

The initiatives being taken at the Maitland Accord level are at the forefront of best practice in the State.  It is our intention not only to maintain that position but to improve it while maintaining the two key elements that we have identified namely:-
  
  1. A safe and convenient place for our young people to meet and socialise;
     
  2. Minimising (and controlling to the extent possible) anti-social behaviour.

Instances occurring in other parts of the Local Government area, for example Thornton, disclose that the problem is not simply a licensed venue problem but a community problem the resolution of which requires the full community support.
